Cruel And Unusual Punishment

Somewhere I heard the following:

Judge to convict: "The prisons are all full, so I'm sentencing you to five years in the waiting room at the department of motor vehicles."

At first I laughed, but then after soom thought I had to ask myself, just what the convict had done to receive such a sentence? Later, after more reflection, I decided the concept was sound. After all, isn't the idea supposed to be to "rehabilitate" a miscreant?

I've always thought the just deserts for a litterbug is to be required to pick up the litter, not just pay a fine, which seem a bit like robbing Peter to pay Paul. (Fining the litterbug, (Peter), and paying someone else, (Paul), to pick up the litter.)

How about persons convicted of throwing burning material from an automobile being required to spend a week fighting or mopping up after a forest or range fire?
