1. Pursuant to the Oregon Motor Vehicle Division Act, 91-92, all motor vehicles sold in the state of Oregon after December 31, 1998 will be required to have the headlight dimmer switch mounted on the floorboard. The dimmer switch must be mounted in a position accessible to operation by pressing the switch with the left foot. The switch must be far enough removed from the left pedal to avoid inadvertent switch operation or pedal confusion.
2. Included in the above act and beginning January 1, 1993, all other vehicles with steering column mounted dimmer switches must be retrofitted with a floor board mounted dimmer switch of the type described above. The steering column mounted dimmer switch must be disable or removed from the vehicle. Vehicles which have not made this change will FAIL the forthcoming Oregon Safety Inspection Program which will also begin January 1, 1993.
3. It is recognized that this will cause some hardship for the general driving public. However this change is being made in the interest of public safety. Oregon Motor vehicle Act 298-9987 will revert all Oregon motor vehicles to the prevalent dimmer system in use prior to the influx of foreign made vehicles.
4. A recent study entitled, "Initiation Sequence in Oregon Nighttime Highway Traffic Accidents," was conducted jointly by the Oregon Department of Public Safety and the Oregon Motor Vehicle Division along with the University of Oregon Department of Research. It was shown according to this study that 98% of all Oregon nighttime highway traffic accident are cause by a blond getting her foot caught in the steering wheel.
