Ever been driving at night and had the on coming cars head-lights blind you? Probably yes. From time to time most drivers have forgotten to dip their lights when meeting another car, and for the most part will switch beams when they become aware of the problem. Then there are the others.
Those others fall into two distinct groups: Those who are selfish, willfully refusing to dim their lights when an oncoming car approaches; and, then there are the ones who have failed to keep their head lamps adjusted properly.
There is an Oregon Statute, ORS 816.050, which directs the proper adjustment of head lamps be maintained; and, there is another Statute, ORS xxx.xxx, which directs a driver to switch to low beam when meeting another auto.
The sensibility of those statutes, their direct impact on the safety of our roads, should be quite plain to any motorist. What is not plain, at least to this writer, is the apparent ambivalent attitude the constabulary has towards enforcing those statutes.
